Critical religious term deleted from zoning bylaw

In a deliberation meeting attended by members of the council’s special committee on the revision of the 2009 Zoning and Spatial Arrangement Bylaw, several regents and academics, the councillors agreed to delete the term bhisama and its definition from article 64.

Bhisama (religious edict) is a decision on a specific matter issued by Sabha Pandita (council of the high priests) of the Hindu Parisadha religious council. Balinese Hindus generally revere bhisama as a sacred document and believe that violating it would bring about supernatural consequence. The bhisama that the councillors referred to was issued in 1994 and deals with the establishment of sacred zones around the island’s major temples. The bhisama stipulates that a sacred zone span 5 kilometers outward from the outer walls of major temples.
